Charles Franklin “Ted” Rand, a well known past director of Jobs Plus in our area, died peacefully on his farm in Adams Township, Sunday afternoon, August 8, 2004. He was 78. Born in North Tonawanda, New York, on December 14, 1925, he was a son of the late Charles F. and Emogene Howard Rand. Mr. Rand served as a corporal in the fifth Marines, first division the United States Marine Corps during World War II, and was awarded the Purple Heart for injuries he sustained in Peleliu while in the Pacific Theater. Following the War, Charles studied Chemistry at Hiram College, received his masters degree and his J. D. in Law from the University of Buffalo in New York. As a young man, Charles delighted in road racing cars throughout the region, but especially enjoyed racing at Watkins Glenn in New York. Most of his career was spent in the field of marketing working and retiring from Occidental Chemical in 1985. He and his wife of twenty-six years, Donna Smith-Rand, who survives, operated a farm from 1980 until recently raising dairy cattle before raising only Highland cattle in later years.In 1994, Mr. Rand became the director of Jobs Plus in Coshocton County. Those close to him knew of his passion for attracting and retaining quality jobs for the area, as well as providing training and direction for those who needed skills to earn a living. Mr. Rand was instrumental in the economic development of Coshocton County until his retirement in July of last year. Survivors, in addition to his wife include two daughters, Jo Rand and Holly (Gary) Knoll of Baltimore, Maryland, grandsons Josh Zennaro of South Lake Tahoe, CA, and Zeno A. Zennaro of Baltimore, MD, and a sister, Kate Davenport of Searcy Ark. In addition to his parents, a brother, Benjamin Rand, preceded him in death.The public is invited to a celebration of Mr. Rand’s life led by Father Gregory Griffith Saturday, August 28, 2004 in Trinity Episcopal Church, Coshocton. At Mr. Rand’s request, there are no calling hours. Cremation has taken place locally through the care of the Geib Tuscarawas Valley Crematory in New Philadelphia. Those unable to attend the memorial service are invited to send condolences to the family, sign an online guestbook and view a memorial to Mr. Rand’s life by visiting the funeral home’s website.
